Section 224, the "United States-Israel Defense Technology Cooperation Initiative," would permanently embed Israeli defense technology into the U.S. defense supply chain, bypassing the annual appropriations process and removing the congressional oversight that has long governed military aid decisions. As one analyst described it, once Israeli-linked defense firms establish co-production facilities and manufacturing work inside American congressional districts, those jobs become political assets that make lawmakers reluctant to oppose programs regardless of human rights concerns.
